As an EU member state, Cyprus issues passports that comply with European Council Regulation (EC) No 2252/2004 on biometric data in travel documents. The Civil Registry and Migration Department (Tmima Archeiou Plithysmou kai Metanasteusis / Τμήμα Αρχείου Πληθυσμού και Μετανάστευσης), operating under the Ministry of Interior (Ypourgeio Esoterikon), handles all Cypriot passport applications. The Republic of Cyprus processes approximately 100,000 passport applications annually through its district administration offices (eparchika grafeia) in Nicosia, Limassol, Larnaca, Paphos, and Famagusta (administered from Larnaca). Cyprus adopted the biometric passport in 2010, and its photo requirements track EU standards closely but include several Cyprus-specific enforcement patterns that differ from northern European practice.
Official passport information, including photo specifications, is published by the Ministry of Justice and Public Order at mjpo.gov.cy. The Ministry of Foreign Affairs handles consular passport services for Cypriot citizens abroad. The Civil Registry and Migration Department site provides detailed application procedures and downloadable forms.

Digital specifications (for online pre-registration):
Glasses: Cyprus follows the EU recommendation of removing glasses for biometric passport photos. Prescription glasses are permitted only if the applicant wears them at all times. Lenses must be completely clear, untinted, and free from reflections. Frames must not cover any part of the eyes or eyebrows. The Civil Registry offices strongly advise removing glasses to prevent processing delays -- glare from the strong Mediterranean sunlight streaming into studios is a particular and persistent problem on the island.
Head coverings: Not permitted unless worn for religious reasons. The full facial oval from the forehead hairline to the bottom of the chin and from ear to ear must remain visible. The covering must not cast shadows on the face. Orthodox Christian head coverings for clergy (kalimafkion or skoufos) are treated the same as any religious covering -- they may be worn if the face is fully visible.
Ear visibility: Both ears must be clearly visible in the photo. This is enforced as a biometric requirement -- the EU standard uses ear shape as a secondary identifier. Hair must be tucked behind the ears before the photo is taken.
Photo recency: Taken within six months of the application date. Cyprus district offices cross-reference the submitted photo with the national ID card (Tautotita / Ταυτότητα) database. Photos that noticeably differ from the applicant's current appearance are flagged for retake.
Dual format acceptance: Cyprus accepts both printed photos and digital uploads. Printed photos must be on quality photo paper. Digital uploads through the Civil Registry's pre-registration system must meet the pixel and format specifications listed above.
Retouching and digital filters: Cyprus follows the EU stance on photo manipulation. Beauty filters, skin smoothing, AI enhancement, Portrait Mode background blur, and any form of facial feature alteration are prohibited. The biometric chip on the Cypriot passport stores a facial template derived from the submitted photo, and any modification that alters facial geometry can cause failures at automated border-control gates (ABC gates) across the Schengen zone.
Clothing: Normal civilian attire. Avoid white or very light clothing that blends with the white background. No military or police uniforms.
Photo studios in Nicosia (Fotografeio / Φωτογραφείο): Studios in the Nicosia city center along Ledra Street, Makarios Avenue, and near the district administration building on Nicosia Avenue produce passport-compliant photos daily. Expect to pay 8-15 EUR for a set of four prints. Studios near government offices are calibrated for Cypriot biometric specifications and are the most reliable option. Specify "fotografies gia diavatirio" (φωτογραφίες για διαβατήριο -- passport photos) to confirm the correct format.
Limassol and Larnaca studios: Both cities have multiple photo studios in their town centers and near the district offices. Pricing is comparable to Nicosia -- 8-15 EUR for four prints. Larger studios in Limassol's tourist district also serve passport applicants and can produce both printed and digital files.
Paphos: Studios in Paphos center and near the Kato Paphos area charge 10-15 EUR. The district office in Paphos processes applications for the Paphos district and parts of the western Limassol periphery.
Photo kiosks and printing services: Kodak Express and photo printing shops across Cyprus offer passport photo services for 5-10 EUR. Larger chains have digital passport-photo stations with on-screen framing guides that help position the head correctly.
Photo-Me booths: Given Cyprus's historical ties to the UK, Photo-Me automated booths are found in some shopping centers and public buildings for approximately 5 EUR per session. These booths are calibrated for EU passport dimensions and include on-screen positioning guides.
DIY at home: Stand against a white wall with natural daylight from a window facing you. Have someone photograph you at eye level from approximately 1.5 metres using a smartphone rear camera. Use an online passport photo tool to crop to 35x45mm and verify head sizing meets the 32-36mm EU biometric standard. Print on photo paper at a minimum of 300 DPI. Submit through the online pre-registration system or bring prints to the district office.
Cypriots abroad: Citizens applying at embassies in London, Athens, Berlin, or other cities can use any studio producing 35x45mm EU-standard biometric photos with a white background. The same technical specifications apply worldwide.
Cypriot children require their own biometric passports for international travel:
Infants under 12 months: Photograph the baby against a white background, either lying on a white sheet (shot from above) or held upright with the parent concealed behind the child. Eyes do not need to be open for newborns under 6 months. No pacifiers, toys, or coloured accessories. The baby must be the sole visible subject. The white sheet must be smooth and free of wrinkles.
Children aged 1 to 5: Both eyes open, neutral expression, facing the camera. The EU biometric standard applies to the head-height measurement (32-36 mm), which can be challenging to achieve with fidgety toddlers. Professional studios in Cyprus have small seats and infant-positioning aids designed for this purpose. Allow extra time and multiple attempts.
Children aged 6 to 17: Full adult rules apply. A parent or guardian must accompany the child to the district office and co-sign the application form.
Validity note: Cypriot passports for children under 3 are valid for 3 years. For children aged 3-17, validity is 5 years. Adults receive 10-year passports. Photos must be current at the time of application regardless of the passport validity period.
Cyprus district administration offices and local photo studios report these as the most frequent causes of rejection:
Q: My Cypriot passport is an EU biometric passport. Are the photo rules the same as other EU countries? A: The core specifications follow EU Regulation 2252/2004, but Cyprus enforces some points more strictly -- notably requiring a white background (not just light-coloured) and both ears visible. Other EU countries like Germany or France may apply these rules with more tolerance.
Q: Can I use the same photo for my Cypriot ID card (tautotita) and passport? A: If the photo meets both specifications and was taken within six months, yes. Both documents use the 35x45mm EU biometric standard. You will still need separate physical prints for each application.
Q: I am a British Cypriot with dual nationality. Can I use my UK passport photo for the Cypriot application? A: Only if it meets Cypriot specifications -- particularly the white background requirement. UK passport photos accept light grey backgrounds, which Cyprus does not. Take a new photo with a white background to be safe.
Q: Does the divided status of Cyprus affect passport applications? A: The Republic of Cyprus issues passports to all Cypriot citizens regardless of where they reside on the island. Applications are processed through the district administration offices in the government-controlled areas.
Q: How quickly is a Cypriot passport issued? A: Standard processing takes approximately 5-10 working days from submission of a complete application. Express processing is available at some district offices for an additional fee. A compliant photo eliminates the most common cause of delay.
Q: Can I submit a digital photo instead of prints? A: Yes. The Civil Registry's pre-registration system accepts JPEG uploads meeting the specified resolution and format. Some district offices also accept digital photos on USB drives. Printed photos are always accepted as a fallback option.
