Since the introduction of the biometric passport in 2010, Ghana has been issuing ICAO-compliant travel documents with embedded chips storing facial biometric data. The current generation passport -- introduced in 2018 with enhanced security features -- requires photos that pass automated biometric screening at the point of capture.

Accra headquarters (Independence Avenue): The main Passport Application Centre handles the bulk of applications. The process is appointment-based -- you book a slot through the online portal or by phone. On your appointment day, biometric data (fingerprints, live photograph, and signature) are captured at the centre. The live photo is taken against a controlled white background using the centre's own equipment. You do not need to bring printed photos for in-person applications at the Accra headquarters.
Regional offices (Kumasi, Tamale, Takoradi, Ho, Sunyani): These operate similarly to the Accra centre, with live biometric capture. Appointment availability may be more limited. The Kumasi office, in particular, serves the entire Ashanti Region and can have significant wait times during peak periods.

Ghanaian missions abroad: Embassies and high commissions in London, Washington DC, New York, Pretoria, Abuja, and other cities accept passport applications with printed 35x45mm photos. Processing times from abroad range from 6-12 weeks.
Camera setup: Use any smartphone with a decent rear camera. Set the phone on a tripod or stable flat surface at eye level. Stand approximately 1.2 metres from the camera. Use the timer (3-5 seconds) or have someone take the photo for you.
Background: Find a white wall in your home. If your walls are painted in a different colour, attach a large sheet of white paper or cardboard behind you -- it must be large enough to fill the entire background of the frame. Stand about 15 cm from the wall to prevent your body from casting a shadow onto it.
Lighting: Ghana's tropical daylight is excellent for passport photos. Position yourself facing a window during the morning or late afternoon when light is strong but not directly hitting your face through the glass. If shooting indoors without good window light, use two desk lamps positioned on either side of your face at 45-degree angles. Avoid single overhead bulbs -- they create shadow pockets under the eyes.
Framing: Portrait orientation. Your head and the top of your shoulders should be visible. Your face should occupy about 70-80% of the vertical space. Leave a small gap above the top of your head. If you are wearing a kufi or hijab, ensure the covering does not blend into the white background.
Budget tip: Create your compliant photo using an online tool, then print it at any digital printing shop. A 4x6 print at most print shops costs GHS 2-5, and you can fit four 35x45mm passport photos on a single print. This approach is especially useful when applying from outside Ghana.
The Ghana Card, issued by the National Identification Authority (NIA), is now a mandatory ID document and serves as an ECOWAS travel document within West Africa. Ghana Card photos use the same 35x45mm specifications as the passport. Photos for the Ghana Card are captured live at NIA registration centres -- you cannot bring your own prints.
The Passport Application Centre processes applications for Ghanaian children, including newborns. At the Accra headquarters and regional offices, infant photos are captured using the centre's biometric equipment with staff assistance.
Infants under 12 months: The biometric station operator positions the baby on a white-draped surface or in a small support seat. A parent may hold the child from behind, but their hands and body must not appear in the frame. The system accepts partially closed eyes for newborns under 6 months. No pacifiers, toys, teething rings, or colourful blankets visible. The white background must extend across the full frame behind the baby.
Children aged 1 to 5: Both eyes must be open and looking at the camera. Neutral expression is expected, though operators retake the capture multiple times for restless toddlers. Religious head coverings (kufi, hijab) are permitted on children with the same rules as adults -- full face visible.
Children aged 6 and above: Full adult specifications apply. A parent or guardian must accompany the child to the Passport Application Centre.
Applying from abroad with printed baby photos: Lay the baby face-up on a plain white sheet and photograph from directly above. Ghana's tropical light produces excellent results near a bright window. Take 15-20 rapid shots to capture a frame with open eyes and a calm expression. Crop to 35x45mm with the face centered and occupying the standard proportion. Print on glossy photo paper -- matte prints of baby photos tend to show less contrast, which can trigger rejection at the biometric screening stage.
Q: Do I need to bring passport photos to the Passport Application Centre in Accra?
