Kuwait's passport and civil identification documents are managed by the General Department of Nationality and Passports, a division of the Ministry of Interior (Wizarat al-Dakhiliyya). Kuwait introduced its biometric passport in 2014, embedding facial recognition data, fingerprints, and iris scans into an ICAO-compliant chip. The system enforces strict photo verification at the point of application -- a photo that fails the automated biometric check cannot proceed. Kuwait also uses a non-standard photo size (40x60mm) for many documents, which creates complications for Kuwaitis and residents applying abroad.
Requirements are published on moi.gov.kw and apply to all Kuwaiti passport types. The same photo specifications are used for the Kuwaiti Civil ID (Bitaqat al-Madaniyya), which is the primary identification document for all citizens and residents and is required for virtually every government transaction, banking operation, and employment registration in Kuwait.
Physical dimensions:
Why 40x60mm matters: Most international photo services default to 35x45mm. If you are applying at a Kuwaiti embassy abroad, you must specifically request the 40x60mm format. Standard European or US passport photos will be rejected.

Kuwait operates two parallel identification systems, and confusion between them is common:
Kuwaiti passport (jawaz safar): Issued only to Kuwaiti citizens. The biometric passport is valid for 5 years (10 years for some categories). Applications are processed at the General Department of Nationality and Passports in Kuwait City.
Civil ID (Bitaqat al-Madaniyya): Issued to all citizens AND residents (expatriates). Managed by the Public Authority for Civil Information (PACI). The Civil ID is required for nearly everything in Kuwait -- banking, healthcare, telecommunications, employment, driving, and government services. The Civil ID also uses a photo, and while PACI captures the photo live at their offices, the same 40x60mm specification applies.
Key distinction: A Kuwaiti passport is only for Kuwaiti nationals. The Civil ID is for everyone living in Kuwait. Expatriates (who make up roughly 70% of Kuwait's population) need a Civil ID but cannot obtain a Kuwaiti passport. Expatriate residents need compliant photos for Civil ID renewal, residency visa stamping, and their home country's passport applications.
Camera setup: Use a modern smartphone rear camera. Position it at face height on a tripod or stable surface. Stand 1.5 metres from the camera -- slightly further than for a 35x45mm photo, as the 40x60mm format is taller and captures more of your body. Use the timer or have someone take the photo.
Background: Use a plain white wall. Many homes and apartments in Kuwait have marble, tiled, or textured walls that will not work. If necessary, hang a large white sheet or poster board. Ensure it is completely smooth. Stand about 20 cm from the background.
Lighting: Kuwait has extremely bright natural light. Use it carefully -- direct sunlight through a window creates harsh shadows. Position yourself facing a window with sheer curtains or during the soft light of morning (before 9 AM). Air-conditioned interiors with fluorescent lighting often produce a green or yellow colour cast on skin -- daylight from a window corrects this.
Ghutrah positioning (men): If wearing the traditional ghutrah and igal, position the headwear naturally. Ensure the ghutrah does not cast shadows on your forehead or cheeks. The face from forehead to chin must be fully visible. White ghutrah against a white background can blend -- ensure the fabric edges are distinguishable.
Framing for 40x60mm: The 40x60mm format is a 2:3 ratio, taller than wide. Frame in portrait orientation. Your head should be in the upper third of the frame, with the photo extending to mid-chest. Crop precisely to 40x60mm after shooting.
Budget tip: Use an online passport photo tool set to 40x60mm, then print at any digital printing shop. A 4x6 inch print (KWD 0.250-0.500) can hold two 40x60mm photos that you cut to size. This is significantly cheaper than studio pricing.
For Kuwaitis abroad: Finding a photo service that offers the 40x60mm format outside the Gulf region is difficult. Most European and American services produce 35x45mm or 2x2 inch photos. Your best approach is to create the photo digitally at the correct dimensions and print at a custom printing service.
Expatriates in Kuwait (approximately 3.4 million people) need compliant photos primarily for Civil ID issuance and renewal, and for residency visa stamping. The Civil ID photo is captured at PACI offices. For residency visa photos, the 40x60mm format applies.
Additionally, many expatriates need photos for their home country's passport. Ensure you clarify which country's specifications you need -- a photo for a Kuwaiti Civil ID (40x60mm) cannot be used for an Indian passport (35x35mm), a Filipino passport (35x45mm), or an Egyptian passport (40x60mm, different head-height ratio).
Kuwait's General Department of Nationality and Passports issues passports for Kuwaiti children of all ages. The 40x60mm format applies to infant photos as well, creating the same dimension challenges that adults face when applying abroad.
Infants under 12 months (rudi'a): Lay the baby face-up on a plain white sheet and photograph from directly above. The 40x60mm tall format requires careful framing -- the baby's face must be centered in the upper portion with space below extending to the chest area. Eyes do not need to be open for newborns under 6 months. No pacifiers, toys, or coloured blankets visible. The baby must be the sole subject in the photo. Girls do not need hijab at any infant age.
Children aged 1 to 5: Both eyes open, neutral expression, facing the camera. Boys may wear a small ghutrah if customary in the family, following the same rules as adults. The child sits in a small chair or on a parent's lap with the parent entirely hidden. Studios near the Nationality and Passports Department in Shuwaikh and Mirqab have child-sized seating for this purpose.
Children aged 6 and above: Full adult specifications apply, including the strict glasses prohibition.
For Kuwaitis abroad: The 40x60mm format for baby photos is even harder to source internationally than adult photos. Most photo services outside the Gulf do not offer this size. The white-sheet method with overhead photography and precise 40x60mm digital cropping is the only reliable approach. Print at a custom photo lab and verify the dimensions with a ruler before submitting to the embassy.
Q: Why does Kuwait use 40x60mm instead of 35x45mm? A: Kuwait, like Egypt and some other Gulf states, adopted passport photo dimensions before widespread ICAO standardization and has maintained the 40x60mm format. While the passport chip and document itself are ICAO-compliant, the photo size remains unique.
Q: Can men wear a ghutrah in their Kuwaiti passport photo? A: Yes. Kuwait permits traditional male headwear (ghutrah/shemagh with igal) in passport photos. This is different from Jordan, which prohibits the keffiyeh. The face must be fully visible from forehead to chin.
Q: Is the photo the same for passport and Civil ID? A: The specifications are the same (40x60mm, white background), but the Civil ID photo is captured live at PACI offices -- you cannot bring your own print. Passport applications require printed photos that you bring to the Nationality and Passports Department.
Q: I am an expatriate in Kuwait. Do I need the 40x60mm size for my Civil ID? A: Your Civil ID photo is captured at the PACI office -- you do not need to bring photos. For residency visa stamping, the 40x60mm format applies. For your home country's passport, use your home country's photo specifications.
Q: How long does Kuwaiti passport processing take? A: Standard processing takes 1-2 weeks for citizens applying in Kuwait. Express services are available for urgent travel. Applications through Kuwaiti embassies abroad take 4-8 weeks.
Q: Can I use a 35x45mm photo with white borders to reach 40x60mm? A: No. Adding borders to a smaller photo produces incorrect head proportions. The photo must be natively shot and cropped to 40x60mm with the correct face-to-frame ratio.
