New Zealand's Department of Internal Affairs (DIA) runs one of the most streamlined passport systems in the world. Most adult renewals happen entirely online through the govt.nz portal, and the system includes a built-in photo checker tool that scans your uploaded image against DIA's requirements in real time. If something fails -- wrong dimensions, shadows detected, face not centered -- the tool tells you exactly what to fix before you can proceed. The result is that New Zealand has an unusually low photo rejection rate compared to other countries, because most bad photos never make it past the upload stage.
That said, the DIA photo checker cannot catch everything. It does not detect subtle issues like slightly tinted backgrounds, minor skin retouching, or glasses with faint anti-reflective coating. These get flagged during manual review, adding days to your processing time. Knowing the full set of rules before you take the photo saves that back-and-forth.

Recency: Taken within the last 6 months and must reflect your current appearance.
Digital alteration: No filters, no retouching, no AI enhancement, no background replacement. DIA's system checks for manipulation during processing. Even minor changes like red-eye removal or skin smoothing can trigger a request for a new photo.
New Zealand's RealMe identity verification system uses your passport photo as part of your verified digital identity. When you apply for or renew a passport online, the photo you upload is cross-referenced against your RealMe profile. If you already have a verified RealMe account with a stored photo, DIA may compare the new submission against it for consistency.
This means your passport photo effectively becomes your government digital identity photo. The quality and accuracy standards are therefore higher than a simple travel document -- the photo needs to work for facial recognition across multiple government systems, not just border control.
New Zealand's online renewal system is designed for home-taken photos. DIA explicitly encourages it. Here is how to get it right on the first try.
Camera: Any modern smartphone works. Use the rear camera for better image quality. Have someone else take the photo -- the DIA photo checker frequently flags selfies for incorrect framing, arm shadows, or slight facial distortion from too-close lens distance. Stand about 1.5 meters from the camera.
Background: A plain white wall in your home is ideal. New Zealand houses frequently have white or near-white interior walls, which simplifies this. If your walls are painted a color, use a white sheet or white poster board. Make sure the background is evenly lit -- no shadow from your body falling onto the wall behind you. Stand about 20 cm away from the wall.
Lighting: New Zealand's natural light varies dramatically by season and region. On the North Island, overcast days (common in Auckland and Wellington) produce excellent even lighting through a window. On the South Island, the stronger sun can create harsh shadows -- position yourself near a window with sheer curtains to diffuse the light. Avoid direct sunlight hitting your face. If taking the photo in the evening, use two lamps at 45 degrees, one on each side of the camera.
What to avoid: Remove glasses (including clear lenses), hats, and headphones. Tie back long hair that might shadow your face. Wear a dark or medium-toned top -- avoid white clothing that blends into the background.
Every New Zealand child, including newborns, needs their own passport for international travel. DIA provides specific guidelines for photographing very young children.
Newborns and infants (under 1 year): The baby must be the only person in the photo. Lay the infant on a plain white sheet or blanket and photograph from directly above. The child's eyes should ideally be open, but DIA accepts that this is not always achievable with newborns -- partially open eyes are tolerated for babies under 6 months. No pacifiers, toys, blankets covering the face, or visible parent hands.
Toddlers (1-3 years): Both eyes must be open. Mouth closed. The child must face the camera directly. A car seat or high chair draped with a white sheet and placed in front of a white wall works well. No other person should be visible.
Older children (4-15): Follow the same rules as adults. Neutral expression, white background, no glasses, no hats. Children aged 12-15 can be identified by their own signature on the application, while younger children's applications must be signed by a parent or guardian.
All ages: The 35x45mm dimensions and head height requirements (32-36mm) apply regardless of age.
DIA's online photo checker is good but not perfect. Here is what it reliably detects:
What it sometimes misses (caught later in manual review):
Our passport photo maker catches the items the DIA checker misses because it analyzes the actual pixel data for background uniformity, face centering, and ICAO-standard head proportions.
New Zealanders abroad can renew their passport online using the same govt.nz portal and photo upload system. The DIA photo checker works the same way regardless of where you are. If you need to apply in person (first-time applications, lost passports, urgent travel documents), you will visit your nearest New Zealand embassy or consulate. Most NZ missions accept either digital submissions or printed 35x45mm photos, but check with your specific embassy.
Common locations: London (NZ House on Haymarket), Washington DC, Canberra, Singapore, and various honorary consulates. Photo requirements are identical to domestic applications -- white background, 35x45mm, no glasses, neutral expression.
Q: Can I upload a phone selfie for my NZ passport renewal? A: DIA accepts photos taken with smartphones, but selfies (front camera, arm's length) frequently fail the checker due to distortion and framing issues. Have someone else take the photo using the rear camera from about 1.5 meters away.
Q: How much does a passport photo cost at AA? A: Around NZD 20, which includes printed and digital copies. AA centres are available in most New Zealand towns.
Q: Does the DIA photo checker guarantee my photo will be accepted? A: No. The checker catches major issues but misses subtle problems like faint retouching, slightly tinted backgrounds, and minor shadows. Manual reviewers may still flag these during processing. Our tool performs deeper checks.
Q: Can I wear a hat for religious or cultural reasons? A: Yes, with conditions. The face must be fully visible from forehead to chin. DIA may request a signed statutory declaration explaining the religious or cultural reason. Fashion headwear is not accepted. For visa and immigration matters, see Immigration New Zealand.
Q: What is the digital photo format for online renewal? A: JPEG format, minimum 900 x 1200 pixels, file size between 500 KB and 10 MB. The photo must be in color with a white or off-white background.
Q: Are contact lenses allowed? A: Yes, as long as they do not alter your eye color. Clear corrective contact lenses are fine. Colored or patterned cosmetic lenses are not permitted.
