Along with the new passport came stricter photo requirements and an entirely digital application workflow through the NIS online portal. Every applicant -- whether applying fresh or renewing -- now uploads a digital photo as part of the online application before visiting an NIS office for biometric capture.
What makes Nigeria's process slightly different from most countries is that the NIS office itself captures a second photo during your in-person appointment using their own biometric camera station. Your uploaded photo serves as identification and initial screening, while the office-captured photo becomes the one printed in your passport. Both photos must be compliant, but the uploaded one is where most rejections happen, often days before the applicant even gets their appointment slot.

Your National Identification Number (NIN) enrollment at NIMC (National Identity Management Commission) involves a photo capture at the NIMC center -- you do not bring your own. That NIN photo is stored in NIMC's database and printed on your national ID slip. It has nothing to do with your passport photo. You cannot download your NIN photo and use it for your passport application, and even if you could, the specifications differ: NIN enrollment captures are taken against a variable background depending on the center, while NIS requires strict white.
Applicants frequently confuse the two because both are government ID photos, but they are processed by entirely different agencies with separate standards.
Camera: Use any smartphone manufactured after 2018. Switch to the rear camera -- front cameras distort facial proportions at close range. Set resolution to the highest available. Have another person take the photo rather than using a selfie stick or timer, as NIS screens for the kind of slight angle that self-portraits produce.
Background: A clean white wall is ideal. In Lagos, Abuja, and other Nigerian cities where wall paint colors vary widely, a white bedsheet or white poster board taped to the wall behind you is the reliable option. Iron the sheet flat -- wrinkles create visible texture that the NIS system may flag. Stand at least 20 cm from the background to avoid casting shadows.
Lighting: Nigerian natural light is excellent for passport photos. Position yourself near a window during daytime, facing the light. Avoid taking photos in direct sunlight, which creates harsh shadows and blown-out highlights. If taking the photo in the evening, use two bright LED bulbs on either side of the camera at eye level. Do not rely on a single overhead bulb -- the under-eye shadows will cause rejection.
Clothing: Wear clothing that contrasts with white. A dark-colored top works best. Avoid white agbada, white shirts, or any light-colored clothing that blends into the background.
